China has set a target to achieve a secure and dependable supply of key artificial intelligence technologies by 2027, as part of a broader push to modernise its manufacturing sector and strengthen its industrial base.

Eight government departments released the plan on Thursday, according to state news agency Xinhua. The strategy seeks to fully empower modern industrialisation, build new and high-quality productive forces, and deepen the use of AI across factories and production chains.

Under the plan, authorities will support the creation of 100 high-quality industrial datasets and promote 500 typical application scenarios where AI can improve efficiency and quality. The government also aims to ensure that three to five general-purpose large AI models find deep use in manufacturing, alongside the development of full-coverage, industry-specific large models.

The document states that China wants to foster two or three globally influential companies that can lead the AI ecosystem. It will also support a group of small and medium businesses and service providers that have both AI skills and strong industry knowledge.

Security and governance form a key part of the plan. Officials will work to raise standards in AI safety management and build a world-class open-source ecosystem. The strategy also encourages the promotion of “Chinese solutions” in the global development of artificial intelligence.

To reach these goals, the government will push for better coordination between AI software and hardware, including chip development. It will support progress in model training and inference technologies and promote the integration of large AI models into core production processes.

The plan also stresses the importance of protecting training data and strengthening security safeguards for industrial AI models. By improving these areas, China aims to reduce risks while speeding up the adoption of AI across key industries.
